With a strong background in international relations, European integration, and regulatory frameworks, Jelena has built her career at the intersection of public policy and innovation.

She served as an advisor to the President of the Parliament of Montenegro and as Secretary of the Parliamentary Committee for Stabilization and Association with the EU, contributing to key legislative and integration efforts.

Her work continued through leading EU-funded projects focused on smart specialization and innovation. Today, as Head of the Directorate for Financial Technologies at the Ministry of Finance of Montenegro, Jelena drives fintech development and digital transformation, bringing a strategic and future-oriented approach to advancing the sector.
