Mikheil Kapanadze

Mikheil is a seasoned technology and policy expert with experience across banking, government, and digital identity. Starting his career in 1997 as a programmer, he advanced into strategic leadership roles. Since 2020, he has been leading Georgia’s Open Banking initiative at the Banking Association, developing national standards that are in active use with growing transaction volumes.

Previously, he held senior roles at the Ministry of Justice’s Public Service Development Agency, focusing on introducing qualified electronic signatures and seals in Georgia and improving national e-ID infrastructure. He co-authored the law On Electronic Document and Electronic Trust Services, temporarily assuming interim chairmanship and overseeing areas such as civil registry, citizenship, and migration. In 2023–2024, he advised on Georgia’s next-generation e-passport and e-ID programs, leading to new identity documents launched in 2025.

Earlier, he worked on major projects at Bank of Georgia.
